Through the recently issued Memorandum Circular No. 005-11-2025, the agency lays out the long-awaited Guidelines for the Switch-Off of the Analog TV Service in Mega Manila (ASO).
This move is set to usher in a new era of television viewing, promising superior picture quality, improved signal reception, and crucial public safety features for millions of Filipinos. Mega Manila—which includes Metro Manila and parts of Bulacan, Rizal, Laguna, Cavite, Pampanga, and Bataan—is designated as the initial phase for this national digital migration.

Digital Migration Mandate
* Initial Phase: Mega Manila has been selected as the starting point for the national ASO, primarily because an estimated 80% of TV households in the area are already receiving Digital Terrestrial Television Broadcasts (DTTB).
* Timeline: The Analog Switch-Off process in Mega Manila will commence and be completed within twelve (12) months from the circular's effectivity, unless an extension is announced by the Commission.
* Frequency Recall: Upon completion of the ASO, all analog TV channels and frequencies, including any temporary assignments used for simulcasting (broadcasting analog and digital signals simultaneously), shall be ipso facto recalled by the NTC.
The Superiority of Digital TV
The NTC emphasizes that the transition to DTTB, which utilizes the Integrated Services Digital Broadcast Terrestrial (ISDB-T) standard, is necessary to reap full benefits, including:

📢 Public Information and Consumer Action
The NTC, in coordination with the Presidential Communications Office (PCO) and other agencies, is implementing a comprehensive public awareness campaign.
* Set-Top Box (STB) Requirement: TV households (TVHH) that still rely on analog TV sets are encouraged to purchase a Set-Top Box (STB)—a device that serves as an intermediary receiver to access DTTB signals—to ensure continuous viewing after the ASO.
* Public Service Announcements (PSAs): TV networks and stations are required to conduct PSAs using official ASO materials at least sixty (60) days before their scheduled Analog Switch-Off date.
* On-Screen Countdown: Broadcast stations must display an on-screen countdown showing the station's ASO date as part of their public service advisory.
